Importing drones into Malaysia — which approvals gate the shipment, and which gate the flying
Four Malaysian authorities may be relevant to a drone, but only two govern the import route. Separate the shipment requirements from the rules for flying and recording before cargo moves.

CAAM does not approve drone imports
CAAM regulates aviation safety and the operation of unmanned aircraft systems. That regime matters when the drone is flown, particularly for commercial operations, but it is not the approval route that releases imported cargo.
The import question starts with the communications equipment inside the aircraft and its controller. Beginning with the wrong authority can leave the approvals that actually gate the import unstarted while the shipment is already moving.
Two gate the import; two govern what happens after import
The authority depends on whether the issue is the equipment entering Malaysia or the activity carried out after arrival.
| Authority | What it regulates | Role in the route |
|---|---|---|
| MCMC | Radio-frequency and communications functions in the drone and controller | Import gate: sets the communications-equipment requirement |
| SIRIM QAS | Certification for MCMC and the customs import-permit process | Import gate: carries out certification and permit work in the route |
| CAAM | Aviation safety and operation of unmanned aircraft systems | Operational gate: applies to flying, not importing |
| JUPEM | Surveillance, aerial photography, mapping and LiDAR activity | Activity-dependent gate: applies to what is recorded or surveyed |
MCMC and SIRIM QAS gate the import. CAAM and JUPEM govern what happens after import. They should be planned in parallel when the intended operation requires it, but they are not interchangeable approvals.
Treat the aircraft and controller as equipment that transmits
A drone commonly uses a control link, video downlink, Wi-Fi or another radio function. That brings the communications equipment into the MCMC Compliance Approval route, with certification through SIRIM QAS.
The controller is a second device. It transmits too, so do not assume the approval for the aircraft automatically covers the handset; confirm the certification scope for the exact model and package.
An MCMC class assignment does not exempt the equipment from certification. Class assignment governs spectrum use, while Compliance Approval governs whether the equipment is certified.
The charger and battery create separate checks
Review the complete kit rather than classifying only the aircraft.
Check a mains-powered charger separately
The battery-powered aircraft is outside the Energy Commission route on that basis, but an adapter or charger supplied in the box may engage the Energy Commission depending on the exact product and supply structure.
Declare the battery configuration early
Lithium batteries are dangerous goods. Cells installed in equipment, packed with equipment or shipped separately follow different packing, labelling, documentation and carrier-acceptance rules.
Use certified carriers for dangerous goods
ADS handles and arranges dangerous-goods freight through carriers operating under IATA DGR for air and IMDG for sea. ADS does not hold dangerous-goods certification.
Clearing the drone and being allowed to fly it are different questions
CAAM governs aviation safety and drone operation. JUPEM is relevant to surveillance, aerial photography, mapping, LiDAR and similar activity. The intended use determines which operational route applies after import.
ADS does not obtain CAAM or JUPEM operational approvals. We identify the boundary early so the importer can arrange the operational work with the appropriate specialist while ADS manages the shipment-side sequence.
The import side, properly sequenced
Classify every component
We check the aircraft, controller, batteries, charger and other transmitting equipment rather than treating the kit as one undifferentiated product.
Coordinate MCMC and SIRIM work
We manage the communications certification and import-permit sequence through the relevant specialist consultants before cargo moves.
Plan dangerous-goods freight
We arrange the packing, documentation and carrier routing required for lithium batteries on air or sea.
Move and clear the shipment
We plan the freight, customs clearance, duty and tax and delivery around the confirmed approval structure.
Hold the approval where ADS imports
ADS holds MCMC Compliance Approvals in its own name for an international brand’s products, so the approval can sit with ADS where ADS is the Malaysian importer of record.
FAQ
Do I need CAAM approval to import a drone?
No. CAAM regulates aviation safety and drone operation. The import route is driven by the communications equipment and the MCMC and SIRIM QAS requirements.
What approval does the drone need?
The radio equipment in the drone and controller must be checked for MCMC Compliance Approval, with certification through SIRIM QAS and the applicable customs permit route.
Does a class assignment make the drone exempt?
No. A class assignment concerns spectrum use and does not replace equipment certification.
Does the controller need its own check?
Yes. The controller transmits and must be included in the certification scope review. Do not assume the aircraft approval automatically covers it.
Does the Energy Commission regulate the drone?
A battery-powered aircraft is outside that route on its operating voltage, but a mains-powered charger in the kit may be regulated. Confirm the exact charger and supply arrangement before shipment.
Can ADS arrange freight for the lithium batteries?
Yes. ADS handles and arranges dangerous-goods transport through suitable carriers under IATA DGR or IMDG requirements. The battery configuration must be disclosed early.
Can ADS obtain the approvals for flying or aerial surveying?
No. ADS manages the import side. CAAM and JUPEM operational requirements belong with the operator and the appropriate specialist.
Can ADS be the importer of record for drones?
Yes, where the product and commercial structure fit ADS’s published scope. ADS can hold the MCMC approval as the Malaysian importer while the operator remains responsible for operational requirements.
How long does the certification route take?
MCMC and SIRIM QAS do not publish a general timeframe that can be promised for every product. Documentation, available test evidence, sample needs and the exact equipment determine the sequence quoted for a specific shipment.
Is there a minimum shipment size?
No.
