MCMC Compliance Approval: what wireless and communications equipment needs before it can be sold in Malaysia
If a product transmits or receives wirelessly — through Wi-Fi, Bluetooth, cellular or another radio function — check the MCMC route before it is imported or supplied in Malaysia.

MCMC is the regulator. SIRIM QAS is the certifier.
MCMC regulates communications equipment under the Communications and Multimedia Act 1998 and the Communications and Multimedia (Technical Standards) Regulations 2000. SIRIM QAS acts as MCMC’s registered certifying agency.
The correct instrument is MCMC Compliance Approval (commonly called SIRIM type approval). Keeping the roles separate matters when a product also needs another regulator.
| What people say | What it actually means |
|---|---|
| SIRIM type approval | MCMC Compliance Approval, certified through SIRIM QAS |
| SIRIM approves the product | MCMC sets the requirement; SIRIM QAS performs the certification role |
| The product plugs in and has wireless | Check both MCMC and the Energy Commission route |
A mains-powered wireless product can engage two regulators. Identify both before the shipment moves so the work can run in parallel.
Broader than phones and routers
MCMC covers communications equipment operated in Malaysia, including imported equipment. The function matters more than the product label.
Network equipment
Infrastructure and equipment that enables a communications network.
Customer equipment
Phones, tablets, wireless keyboards and other products that connect to a network.
Radiocommunications devices
Smart televisions, wireless chargers, games consoles with communications modules and other products containing a radio function.
Hybrid products
A product can be mainly an appliance, display or accessory and still engage MCMC because Wi-Fi, Bluetooth, cellular or another radio function is built in.
A class assignment does not exempt your device from certification
MCMC states that devices issued with a class assignment are still required to be certified by the Commission or its registered certifying agency.
A class assignment under section 169 of the Communications and Multimedia Act 1998 concerns the spectrum a device may use. It is not a substitute for product certification.
Treating it as an exemption can leave certification unstarted when the cargo is already moving.
Commercial supply and limited-purpose use follow different routes
The intended use decides the instrument. A limited-purpose route cannot be substituted for the approval needed to sell a product.
| Instrument | Purpose |
|---|---|
| Compliance Approval | The standard product-certification route before communications equipment is supplied in Malaysia. |
| Special Approval | For trials, market surveys, research and development, demonstration or training; it is not for commercial sale. |
| MCMC marking | Approved equipment carries the required marking; the current requirement is confirmed for the product at quotation. |
The certification holder must be Malaysian-registered
MCMC certification must be held by a company registered with SSM. A foreign manufacturer cannot hold it directly.
Your Malaysian entity holds it
Where the brand has a Malaysian company, certification can be issued to that entity and ADS can manage the application.
Your importer of record holds it
Where ADS imports in its own name, the approval can sit with ADS as the Malaysian importer.
The permit and certification are separate
Anyone may apply for the import permit, but the underlying certification must be held by a Malaysian SSM-registered company.
MCMC does not publish a processing time
Neither MCMC nor SIRIM QAS publishes a processing timeframe for the Compliance Approval behind the import route. General figures from forwarders or consultants are not regulator commitments.
Testing needs, existing international reports, documentation completeness, sample availability and a second regulator usually determine the practical timeline.
ADS estimates the sequence for the specific product at quotation and identifies parallel work before cargo moves.
Approval, marking and freight are managed as one sequence
Confirm whether MCMC applies
We check every transmitting or receiving function, including radio modules inside products whose main purpose is something else.
Check the second-regulator question
For mains-powered wireless equipment, we check the Energy Commission route and plan both approval streams together.
Use existing evidence where it fits
We check whether international test reports can support the application before arranging unnecessary new work.
Prepare and manage the application
We assemble the supporting documents, coordinate certification and keep the approval in the correct Malaysian company’s name.
Hold the approval where ADS imports
ADS holds MCMC Compliance Approvals in its own name for an international brand’s products. Since 2009, ADS has operated in Malaysian import and export.
Apply required marking in transit
Where required, ADS labels goods after customs clearance and before delivery at its operating and handling facility. Cargo passes through; it is not a storage offer.
Move and clear the freight
We plan sea and air into Malaysia, customs clearance, duty and tax, delivery and nationwide distribution around the approval route.
Check the product and the importing structure together
A mains-powered wireless product can need the Energy Commission route as well as MCMC approval. A foreign brand without a Malaysian entity also needs the right importer and approval holder.
FAQ
Is MCMC approval the same as SIRIM type approval?
The terms are often used together, but the roles differ. MCMC is the regulator and Compliance Approval is the instrument; SIRIM QAS is MCMC’s registered certifying agency.
My device has a class assignment. Does it still need certification?
Yes. MCMC states that class-assigned devices still require certification. A class assignment concerns spectrum use and is not a substitute for product certification.
My product is not a phone or router. Can MCMC still apply?
Yes. The practical test is whether it transmits or receives wirelessly. A radio module can bring an appliance, display, accessory or other hybrid product into scope.
My product plugs into the wall and has Bluetooth. Which regulator applies?
Potentially both. MCMC covers the wireless function, while the Energy Commission route can apply to regulated mains-powered equipment. The two streams should be identified before shipment.
Can a foreign company hold MCMC certification?
No. The certification holder must be a Malaysian SSM-registered company. That can be the brand’s Malaysian entity or its importer of record.
What is Special Approval?
It is a limited-purpose route for trials, market surveys, research and development, demonstration or training. It is not the route for commercial sale.
How long does MCMC approval take?
MCMC and SIRIM QAS do not publish a processing timeframe for Compliance Approval. Testing, existing evidence, documentation, samples and any second regulator shape the estimate for a specific product.
How long is the approval valid and what does it cost?
We confirm the current validity and fee position for the product at quotation instead of publishing scheduled details that can change.
Can ADS manage approval and freight together?
Yes. ADS can check scope, manage the application and marking sequence, and plan freight, customs clearance and delivery around the approval route.
Tell us what the product does and how it is powered
Those two details usually identify whether MCMC applies, whether a second regulator is involved and which Malaysian company must hold the approval.
