Customs clearance and consultation in Malaysia — import and export
Clearance problems are not created at the border. They are created weeks earlier, in a classification nobody checked, a value nobody questioned or a document nobody asked for. ADS handles customs clearance into and out of Malaysia — and tells you what your shipment needs before it moves, not after it is held.
Talk to a logistics specialist
By the time cargo is at the border, your options have already closed
A shipment that arrives with the wrong HS code, an unsupported value or a missing approval is not a clearance problem. It is a decision that was made — or not made — before the cargo left origin. At the border, the only choices left are expensive ones: amend, appeal, pay, or let it sit and accrue storage.
Most clearance agents are appointed to file a declaration. That transaction starts too late to help you. ADS treats clearance as the last step of a process that begins when you are still deciding what to order and how to buy it.
Import clearance, step by step
Classification, before you commit
We give you an HS classification position for your product and what it means for duty and tax, so you can price the order properly rather than discovering the rate after you have bought.
Document review
We identify the commercial invoice, packing list, bill of lading or air waybill, certificate of origin and any approval or permit that applies, then check what your supplier has sent before it becomes a problem at the port.
Approvals identified early
Where Suruhanjaya Tenaga, SIRIM, MCMC or KPDN approval applies, we identify it at quotation stage and run the application through the specialist consultant for that agency. For MDA and NPRA regimes, we move and clear those products where you hold the required licence or registration.
The declaration — checked twice before filing
We settle the classification, value and supporting documents, and our appointed customs broker prepares the declaration on that basis. The draft comes back to us first. We check it against the position agreed with you. Then it comes to you for approval, with a written note on anything abnormal. Nothing is declared in your name that you have not seen.
Duty, tax and SST settlement, then release
The border charges are settled and the cargo is released.
Delivery onward
Into your warehouse, distribution centre or customer premises, as your programme requires.
Export clearance, step by step
Incoterm and documentation position
We confirm what the sale terms oblige each party to do before the paperwork is raised. Incoterms allocate tasks, costs and risk; they do not transfer ownership.
Classification and export documents
The commercial invoice, packing list and declaration are prepared against the correct classification.
Export permits and certificates
Requirements are identified up front, including certificates of origin where your buyer needs one to claim a preferential rate.
Declaration and clearance
The draft declaration goes through the same two checks — us, then you — before it is filed and cleared for departure.
Handover to the carrier
Air or sea, with the documentation matched to the booking so it is accepted at the terminal.
The duty saving that depends on claiming under the right agreement
Preferential rates under Malaysia’s trade agreements can reduce what you pay, but only where the certificate is valid, matches the shipment and is in place before arrival.
Each agreement has its own certificate and they do not substitute for one another. We check the certificate against the product description, quantities, values and the agreement being claimed before the cargo moves.
If your China supplier cannot produce a Form E, we can help arrange it through our origin network before the cargo sails.
Two checks, then your approval
Customs declarations are filed by licensed customs agents. What matters is the process around the declaration before it is submitted.
One appointed broker at each entry point
We work with one appointed broker at each of our entry points — Port Klang and KLIA — to the same paperwork standard rather than selecting a different provider shipment by shipment.
The draft comes to ADS first
We check classification, value, origin and the documents behind them against the position agreed with you.
Then it comes to you
You receive the draft with a note on anything abnormal and approve it before filing.
The importer sees what is declared
The declaration is made in the importer’s name. Reviewing it before submission moves the correction point to the moment when the information can still be fixed.
The difference is when we get involved
The declaration is visible before filing
Checked by us first, then sent to you for approval with a written summary of anything abnormal.
The duty position is estimated before you order
Classification and an estimated duty, tax and SST position up front, so landed cost is considered before the purchase.
Approvals are identified at quotation stage
Where an approval applies, the application is sequenced against the shipping plan rather than started after arrival.
The entry points your cargo uses
Port Klang for sea freight and KLIA for air freight and express, each with an appointed broker working to the same review process.
Since 2009
ADS has been moving and clearing cargo into and out of Malaysia for SME importers, manufacturers and retail programmes.
FAQ
What does a customs clearance agent actually do?
A customs clearance agent prepares and files the declaration, calculates and settles duty, tax and SST, and secures release of the cargo. ADS manages that process and the earlier classification, document and approval checks around it.
Who files the customs declaration?
Declarations are filed by licensed customs agents. We work with one appointed broker at each of our entry points — Port Klang and KLIA. We settle the classification and documentation, our broker prepares the declaration to that standard, we check the draft, and then you approve it before filing.
Will I see the declaration before it is submitted?
Yes. It is checked by us first and then sent to you for approval before filing, with a summary of anything abnormal. Nothing is declared in your name that you have not seen.
Do you clear both imports and exports?
Yes, into and out of Malaysia.
Which entry points do you work through?
Port Klang for sea freight and KLIA for air freight and express shipments.
Can you handle clearance if my product needs a permit or certification?
Yes. We identify which approvals apply and manage applications through the specialist consultants tied to Suruhanjaya Tenaga, SIRIM, MCMC and KPDN. MDA and NPRA are different: we move and clear those products where you hold the required licence or registration.
Do you only clear shipments you also freight?
No. We take clearance-only work where another provider moved the cargo.
Is there a minimum shipment size?
No.
How is my duty and tax worked out?
Duty depends on the product classification, customs value and country of origin. SST is applied on import. We give you an estimated position before you ship.
Send us the shipment you are worried about
Tell us what you are moving, where from and what it is. We will come back with a classification position, the documents and approvals it needs, and an estimated duty and tax figure before you commit to the order.
