Electrical product approval

Suruhanjaya Tenaga approval: which electrical products need it, and which do not

Most importers of electrical goods are told they need “SIRIM approval”. For mains-powered equipment the regulator is the Energy Commission — and one question about how the product is powered can remove that regime before an application starts.

If it does not run on mains power, the Energy Commission does not regulate it

Electrical equipment operating at less than 50V AC does not need an Energy Commission Certificate of Approval.

Battery-powered, USB-powered and vehicle-DC-powered equipment is outside this Energy Commission route. That does not remove another regulator that applies to the product, particularly MCMC where it transmits through Wi-Fi, Bluetooth, cellular or radio.

The plug changes the electrical-safety answer. The radio function does not change, so MCMC can still apply.

Other regimes

Removing one regulator does not remove every regulator

A product can sit outside the Energy Commission route and still need communications, customs or product-specific approval. Check each function and product category rather than treating one exemption as a complete import answer.

Regulated equipment

The regulated list is specific

Suruhanjaya Tenaga regulates prescribed consumer electrical equipment under the Electricity Regulations 1994. If a mains-powered product is not on the regulated list, another agency may still apply.

  • Wiring and installation accessories

Plug tops and plugs, switches and dimmers, socket outlets, ceiling roses, adaptors, circuit breakers, wire, cable and cord.

  • Lighting

Lampholders, starter holders, lamp fittings, fluorescent-lamp capacitors, control gear, portable luminaires and Christmas lights.

  • Kitchen and water heating

Kettles, kitchen machines, toasters and ovens, rice cookers, refrigerators, immersion heaters and water heaters.

  • Home appliances

Washing machines, fans, irons, vacuum cleaners, air conditioners, massagers and vaporisers.

  • Personal care

Hand-operated hair dryers, haircare and skincare appliances, and shavers.

  • Audio, visual and power

Hi-fi sets, display units, audio-video players, adapters, chargers and portable domestic power tools.

Territory and entry structure

The authority depends on where the goods enter Malaysia

  • Peninsular Malaysia and Labuan

The Energy Commission’s electricity remit covers Peninsular Malaysia and Labuan.

  • Port Klang entry with nationwide distribution

Where ADS imports through Port Klang and distributes nationwide, our Energy Commission approvals carry the programme, including onward distribution into East Malaysia.

  • Direct import into Sabah

Importing directly into Sabah follows the separate ECoS route. The Sabah importer needs an ECoS Certificate of Registration before applying for model approvals.

  • Direct foreign import into Sarawak

Sarawak has its own Electrical Inspectorate Unit approval and import-permit process for direct foreign imports. Its published procedure states that movement within Malaysia does not require that import permit.

Instruments

Registration, product approval and exemption are different instruments

The sequence matters. Registration comes first; product approval follows. A special-purpose exemption is not a product approval.

Energy Commission instruments and holders
InstrumentWhat it doesHolder
Certificate of Registration (CoR)Registers the manufacturer or importer and is required before a product application. The importer or manufacturer
Energy Commission Certificate of Approval (CoA)Approves a regulated product model for import or manufacture. The importer or manufacturer
Energy Commission Release LetterExempts qualifying special-purpose imports from the product-approval requirement. The importer

Always qualify the agency when someone says “Certificate of Approval” or “Release Letter”. Those names are used for different instruments in other Malaysian regimes.

Holder boundary

The importer holds the registration

An appointed agent may assist with the application. The importer remains the certificate holder and must meet the applicant requirements in its own name.

  • If you import in your own company’s name

ADS can assemble and manage the application and coordinate the testing, but the registration and product approvals are issued to your company.

  • If you have no Malaysian entity

The route is an importer of record that imports in its own name and holds the relevant approvals.

  • ADS holds Energy Commission product approvals in its own name

ADS holds the approvals for an international brand’s products. Since 2009, ADS has operated in Malaysian import and export. No customer name or individual consignment is published.

Timing

Published processing times are not end-to-end shipment times

The Energy Commission publishes processing times for complete applications. These processing clocks exclude testing.

Published Energy Commission processing times
ApplicationPublished processing time
Certificate of Registration5 working days
New Energy Commission Certificate of Approval5 working days
Renewal of an Energy Commission Certificate of Approval1 working day
Energy Commission Release LetterNo published figure

There is no published duration for consignment testing. Documentation completeness, sample availability, laboratory scheduling and overlapping MCMC requirements usually determine the practical timeline.

What ADS does

Approval and freight are planned as one sequence

  • Apply the scope test first

We check the power source, regulated equipment list and any transmitting function before an application begins.

  • Identify the correct territory and holder

We distinguish the Peninsular Malaysia and Labuan route from direct Sabah and direct Sarawak entry structures, and identify which importer must hold the approval.

  • Prepare and manage the application

We assemble the documentation, coordinate the specialist work and manage correspondence while keeping the certificate in the correct party’s name.

  • Coordinate consignment testing

We identify the required samples and sequence testing against production and shipping rather than starting after cargo lands.

  • Move and clear the freight

Sea or air freight, customs clearance, duty and tax, delivery and nationwide distribution are planned around the approval route.

FAQ

Do I need SIRIM approval or Suruhanjaya Tenaga approval for my appliance?

For regulated mains-powered electrical equipment, the Energy Commission issues the product approval and SIRIM QAS performs consignment testing. If the product also transmits, MCMC can apply as well.

My product runs on batteries. Do I need Energy Commission approval?

Battery-powered, USB-powered and vehicle-DC-powered equipment operating at less than 50V AC is outside the Energy Commission route. A transmitting product can still need MCMC approval.

Does Suruhanjaya Tenaga cover all of Malaysia?

Its electricity remit covers Peninsular Malaysia and Labuan. Direct imports into Sabah follow ECoS, while direct foreign imports into Sarawak follow the Electrical Inspectorate Unit process. Onward distribution after ADS imports through Port Klang follows the Peninsular Malaysia entry structure.

Can I use an Energy Commission approval for a direct Sabah import?

A direct Sabah import follows ECoS. The Sabah importer needs its own registration and model approvals. That is different from onward distribution after entry through Port Klang.

Who must hold the registration?

The importer or manufacturer. An agent can assist with the work, but the registration and product approvals remain in the applicant’s name.

What if my company is not registered in Malaysia?

A foreign brand without a Malaysian entity needs an importer of record that imports in its own name and holds the relevant approvals.

How long does Energy Commission approval take?

The published processing time is five working days for a complete registration application and a complete new product-approval application, and one working day for a renewal. Those clocks exclude testing, which has no published duration.

Do I need a new product approval for every shipment?

The Energy Commission Certificate of Approval applies to the product model rather than one shipment. Separate shipment documents and consignment testing requirements can still apply.

Can ADS manage the approval and the freight?

Yes. ADS checks scope, manages the application and testing through the relevant specialists, and sequences the approval with freight and customs clearance.
