NPRA approvals: what medicines, supplements and cosmetics need before they can enter Malaysia
Malaysia uses two different market-access instruments for health-regulated products. Medicines, supplements and related products are registered; cosmetics are notified. Settle which route applies, who holds it and who occupies each licensed role before freight moves.

NPRA evaluates products for the Drug Control Authority
The National Pharmaceutical Regulatory Agency (NPRA), under the Ministry of Health, administers the Control of Drugs and Cosmetics Regulations 1984. Product-registration decisions are made by the Drug Control Authority, with NPRA evaluating the applications.
The regime covers pharmaceuticals, biologics, health supplements, natural and traditional products, veterinary medicines, combination products and cosmetics. A supplement or herbal preparation does not sit outside NPRA merely because it is not described as a medicine.
Registered products and notified cosmetics follow different routes
The first decision is whether the product enters the registration route or the cosmetic-notification route. Notification is not a lighter version of registration.
| Route | Products | Instrument and holder | Regulatory treatment |
|---|---|---|---|
| Registered products | Medicines, biologics, health supplements, natural and traditional products, and veterinary medicines | Product registration carrying a MAL number, held by the Product Registration Holder | NPRA evaluates the product through the applicable full or abridged route |
| Notified cosmetics | Products that meet the cosmetic definition and claims boundary | Cosmetic notification, held by the Cosmetic Notification Holder | Notification involves no pre-market product evaluation; responsibility remains with the holder |
If the product category is uncertain, settle classification with an appropriate regulatory specialist before packaging is printed or cargo is booked.
Notification puts continuing obligations on the holder
A cosmetic is notified through QUEST3+ before it is placed on the Malaysian market. The notification does not transfer responsibility to NPRA.
Product compliance
The Cosmetic Notification Holder remains responsible for compliance with the cosmetic regulations and guidelines.
Product Information File
The holder maintains the Product Information File covering the product’s quality, safety and claimed benefits and makes it available when requested.
Manufacturing controls
The holder ensures the manufacturer follows cosmetic Good Manufacturing Practice.
Safety reporting
The holder reports serious adverse events and keeps its submitted company and product particulars current.
Market action
The holder must recall the product if NPRA directs it.
A foreign product owner appoints a Malaysian holder
A foreign company cannot register its product directly. It appoints a local agent to act as Product Registration Holder and take responsibility for all registration matters for the product.
NPRA requires the Product Registration Holder to be a locally incorporated company with a permanent address, registered with the Companies Commission of Malaysia (SSM), and with a business scope related to health or pharmaceutical products.
The Product Registration Holder and licensed importer are separate roles. They may be held by different companies, so the commercial chain should identify both rather than treating product approval as permission for any party to import.
Registration answers one question; Regulation 12 licensing answers another
After a product is registered, the company manufacturing, importing or wholesaling it needs the licence for its own activity.
| Instrument | What it authorises | Who holds it |
|---|---|---|
| Product registration | Market authorisation for the registered product | Product Registration Holder |
| Manufacturer’s Licence | Manufacture and wholesale supply of registered products from the licensed premises | Licensed manufacturer |
| Import Licence | Import and wholesale supply of registered products from the licensed premises | Licensed importer |
| Wholesaler’s Licence | Wholesale supply of registered products from the licensed premises | Licensed wholesaler |
| Cosmetic notification | Placement of a notified cosmetic on the Malaysian market | Cosmetic Notification Holder |
Regulation 12 licences apply to registered products, not cosmetic notifications. Do not extend a registered-product licensing rule to cosmetics or treat a cosmetic notification as a product registration.
Registered-product evaluation spans 100–245 working days across the published routes
NPRA’s July 2026 guidance assigns different clocks by product category and evaluation route. Specified abridged applications begin at 100 working days, while full evaluations for some new drugs, biologics, health supplements and natural products reach 245 working days.
The correct number depends on the exact product and route. It is an agency evaluation clock, not an end-to-end market-entry promise, and it does not apply to cosmetic notification. Confirm the current route before committing stock or launch dates.
ADS moves approved cargo; it does not hold or manage the NPRA approval
ADS is not the Product Registration Holder or Cosmetic Notification Holder. ADS holds no CDCR Import or Wholesaler Licence. ADS does not manage NPRA applications.
Registered products
ADS considers freight, customs clearance and delivery where the appointed parties hold the product registration and the applicable Regulation 12 licence.
Notified cosmetics
ADS handles freight, customs clearance and delivery for customers whose Cosmetic Notification Holder has the notification in place.
No classification advice
ADS does not decide whether composition or claims make a product a cosmetic, supplement or medicine. That decision belongs with an appropriate regulatory specialist.
No application management
NPRA registration and notification sit outside ADS’s application-management scope.
Ambient only
ADS accepts ambient freight only for these products and has no temperature-controlled capability.
Name the product, its claims and every Malaysian holder
The useful first brief identifies the product, intended claims, manufacturer, Product Registration Holder or Cosmetic Notification Holder, licensed importer where applicable, origin, destination and temperature requirements.
If the approval structure is incomplete or the shipment needs temperature control, ADS will identify the boundary before cargo is booked.
FAQ
Do cosmetics need NPRA registration?
No. Cosmetics use notification rather than product registration. The Cosmetic Notification Holder submits through QUEST3+ and remains responsible for the product’s continuing compliance.
Is cosmetic notification the same as registration?
No. Registered medicines, supplements and related products receive a MAL number after the applicable evaluation. A cosmetic notification involves no pre-market product evaluation and places continuing obligations on the notification holder.
Does NPRA apply to health supplements and traditional products?
Yes. Health supplements, natural products and traditional preparations sit within NPRA’s product-registration system. Their exact evaluation route depends on the product and its claims.
Can a foreign company hold the product registration?
No. A foreign company appoints a local agent in Malaysia to act as Product Registration Holder and take responsibility for the registration.
Does the Product Registration Holder have to be the importer?
No. The roles may sit with different companies. For a registered product, the party importing it needs the applicable Import Licence even if another Malaysian company holds the registration.
How long does NPRA registration take?
NPRA’s July 2026 guidance publishes product-evaluation clocks from 100 to 245 working days, depending on category and route. These are agency evaluation clocks, not end-to-end launch promises, and do not apply to cosmetic notification.
Can ADS hold my registration or cosmetic notification?
No. ADS is not the Product Registration Holder or Cosmetic Notification Holder and does not offer either role.
Can ADS import registered products in its own name?
No. ADS holds no CDCR Import or Wholesaler Licence. It scopes freight and customs clearance where the appointed parties hold the registration and applicable licence.
Can ADS manage an NPRA application?
No. ADS does not manage NPRA applications. It can coordinate freight, customs clearance and delivery after the required approval structure is in place.
Does ADS handle temperature-controlled pharmaceutical cargo?
No. ADS handles ambient freight only and has no temperature-controlled capability.
